The National Gypsy Self-Government (OCO) has appealed to the government to prevent key Roma institutions from being closed down, the organisation said on Wednesday.

Janos Bogdan Jr, the OCO's spokesman, told MTI that the Gypsy organistion had turned to the government commissioner for Roma affairs, Florian Farkas, asking him to use his political influence to protect institutions which are a vital part of preserving Gypsy identity.

Bogdan said the government was in the process of closing down 35 foundations.

"We are strongly protesting against the government's measure, which results in the closure of institutions which help the Roma preserve their identity and aid their integration," Bogdan said.

Prime Minister Viktor Orban has made the promotion of Roma integration one of the major priorities of Hungary's European Union presidency starting on Saturday.

According to a decree signed by Deputy Prime Minister Zsolt Semjen, Roma organisations such as the Gandhi Foundation, the Hungarians For Gypsies Foundation and the Hungarian National and Ethnic Minorities Foundation are among the organisations being wound up.

Bogdan said that all minority institutions for the past twenty years had received financial support for various cultural programmes based on professional assessments of their needs.

He said the Gandhi Gymnasium in the city of Pecs, Europe's only such independent school, was supported by a foundation affected by the decree, and the education and development of several hundred pupils would be endangered.

Orban Kolompar, the OCO's chairman, told MTI that from January 1, public works programmes would come to an end for 114,000 people, 80,000 of whom are Roma. He said the government had not made it clear how these people would be helped during the winter.

"What will happen to those who can't pay their bills, their subsistence or schooling for their children because the government plans to halve the wage for daily employment exceeding four hours?"

According to the government decree published in the Hungarian Gazette, non-profit groups and public organisations funded by the central budget will take over the tasks of 35 foundations established by the previous governments.
